2023/03/29 incident

Scope: 全 Cofacts 服務無法存取
時間線：
- 2023/03/29 02:00AM：Linode scheduled maintenance 重啟
  - 部分服務重啟失敗
  - gateway nginx 在下游服務沒有起來的時候拒絕連線
- 2023/03/29 09:30AM：重啟 nginx 上線
  - 但有網址的訊息仍會失敗
- 2023/03/29 11:40AM：重啟 url-resolver
Root cause
- Linode maintenance: 2023/3/27 有來信說會 migrate
- Restart sequence
  - These can auto restart without problem:
  - LINE bot containers: 無法啟動原因不明
  - url-resolver: ram_limit is not supported by kernel anymore https://github.com/cofacts/rumors-line-bot/issues/348#issuecomment-1487891762
Mitigation
- Added cofacts Google group email to Linode so that it should receive future maintenance letter
- We should have people testing the system after such reboot
